1. Remove the following resx files:
- {SharePointRoot}\15\Resources\Taloyhtio.ControlPanel.fi-FI.resx folder
- {SharePointRoot}\15\TEMPLATE\LAYOUTS\Sp.Login.Custom\App_LocalResources\Login.apsx.resx (not Login.aspx.resx)

2. In web.config of both Windows and FBA IIS sites set DirectFileDependencies attribute of SafeMode tag to 20:
